One definition of a harbor is a place on the coast where vessels may find shelter, esp. one protected from rough water by piers, jetties, and other artificial structures. The harbor ministry at Still Waters is designed to offer a safe place for people to find the encouragement and instruction needed to deal with significant challenges in their lives.
